Hugh Low (see Note below), Autograph Letter Signed (draft), four pages,12mo, bifolium, dated 22 January [1891] to a Mr Torry, employee of Streeter. Text: I am glad to hear that you have arrived safely [in Perak presumably] and hope soon to hear that you have [??] to make progress in our business. | I rec[eive]d information by the last mail that Mr Norman and Mr [?] have made a proposal to the Perak Government for the grant of an inclusive concession to [???] the Upper Country of Perak paying to the government of Perak 4% of the value of gold [all metals excised] and gems exported - Mr Norman has arrived in London and has had an interview with the Colonial Office officials but I do not think that so far his proposal has been accepted by His Majesty the King of Siam nor [??] to accede to our request for a concession we should be able to [arrange?] with the British Government as to Perak but [four lines crossed out - about their syndicate] if delay on the part of Siam should enable Mr Norman's syndicate to persuade the Perak Govt to accept his proposals the interests of Siam as well as the prospects of our syndiate would be very much impaired. | I am writing to [Michael?] Smith this mail on the subject and if you have anything of importance in reference to your negotiations you might wish to His Ex[cellen]cy [marking?] the letter 'private' [...]. WITH: Twelve (12), one-page notes/letters from Edwin Streeter and associates (incl.
